It's not down. I see a lot of auctions selling for INSANE prices as well. Moreover - a lot of BIN auctions.

reason for BIN auctions is that you can put something on eBay for EVER w/ BIN price for only 0.05 cents.

I wouldn't touch it. I think the seller has probably kept it this way for so long believing it to be legitimately sealed, and has either been informed or just realised that it is in fact a reseal. actually, there is a lot of unnecessary bs, which can be used against him or lowers the price: he says that its "factory" sealed, mentions the absence of ventholes and says that the box is crushed and torn (how the hell do you tear a shrinkwrapped box?). not really smart. still, a total fraud.

He blocked me from bidding recently as well, though unlike you, I have never had any problems with him and have only given him positive feedback. What a WEIRDO!!!
