What's the deal with this, regular release (ie not plat or CE). Were there 2 runs?

Whats the deal. Both UK pal, or is one Euro/Aussie Pal?
The 18 is Pegi..perhaps that's the first run? Then the 15, which looks like the official BBFC, is the second run once they had rated it?
